Following the latest interest-rate decision by the U.S. Federal Reserve, some of the uncertainty that had weighed on global markets has temporarily eased. Nickel and stainless steel futures subsequently showed signs of recovery. However, the current movement should still be viewed as a short-term correction rather than confirmation of a sustained upward trend.

Macroeconomic Pressure Eases, but Caution Remains

The conclusion of the Federal Reserve’s policy meeting helped reduce some of the market anxiety that had accumulated beforehand. This encouraged a modest return of capital to metals and other commodities.

Nevertheless, a restrictive monetary environment may continue to weigh on commodity valuations over the medium term. Weakness in crude oil and broader pressure across global equity markets also suggest that concerns over economic growth and end-user consumption have not disappeared.

The direction of the stainless steel market must therefore still be confirmed by changes in supply, inventory and actual demand.

Nickel Supply Outlook Is Gradually Becoming More Flexible

The raw-material market is currently being influenced by two opposing forces.

On the supply side, weather-related disruptions in parts of the Philippines are gradually easing, while nickel ore arrivals and port inventories in China have improved. Indonesia is also continuing the approval process for additional nickel ore production quotas under its RKAB system, reinforcing expectations of a more flexible supply environment.

At the same time, Indonesia has revised its HPM benchmark formula for nickel ore. In principle, this could increase input costs for smelters and provide a certain level of cost support. However, the implementation schedule remains unclear, and the policy has not yet created a consistent upward driver for the market.

Overseas nickel inventories also remain relatively high, while nickel pig iron procurement continues to show weakness. As a result, any recovery in nickel prices may remain limited unless supported by stronger downstream demand.

Inventory Reduction Provides Support, but Demand Remains Decisive

Stainless steel inventories have recently continued to decline, while market enquiries and purchasing activity have shown a moderate improvement. This suggests that some buyers are gradually returning to the market after an extended period of cautious procurement.

The key question is whether this improvement represents sustainable end-user demand or merely short-term restocking.

If downstream orders fail to strengthen, buyers are likely to maintain low inventories and continue purchasing only against confirmed requirements. If inventory levels continue to decline while actual consumption improves, however, the market recovery could gain greater momentum.

Market Outlook: Short-Term Recovery, Medium-Term Confirmation Required

The stainless steel market is moving from a relatively weak position into a period of consolidation and recovery. Nevertheless, expectations of improving nickel supply, weak nickel pig iron procurement and elevated overseas nickel inventories continue to limit the upside.

The recent futures rebound should not yet be interpreted as the beginning of a new upward cycle.

Key factors to monitor include:

  1. The implementation of Indonesia’s nickel ore policies and RKAB approvals;

  2. Changes in nickel pig iron transactions and mill procurement;

  3. Whether stainless steel inventories continue to decline;

  4. Whether downstream purchasing develops from temporary restocking into sustained demand.

DONG-YU Market View

Market sentiment has improved, but the underlying fundamentals have not yet created a unified upward trend.

For buyers, procurement based on confirmed orders and delivery requirements remains the more appropriate approach under current conditions. For suppliers, close attention should be paid to raw-material policies, inventory movements and the strength of actual downstream transactions.

The market is showing signs of recovery, but demand must provide further confirmation before this movement can be considered a genuine trend reversal.
